Tree Removal on Your Property

This page provides important information about tree removal on private property, including specific protected trees and vegetation. Information on City-Owned Trees

To find out if you can remove a tree, first check if it is a city-owned tree. City-owned trees are located between the street and sidewalk, directly behind the sidewalk if it is next to the street, in parks and in the right of way. If it is not a city-owned tree, you need to see if it is protected. Protected trees have specific requirements for removal. You must apply for a tree removal permit if the tree is protected. Additionally, businesses, schools and apartment complexes must have trees and shrubs, which cannot be removed without approval. You may need a permit or other approval before removing a tree on your property. Some trees are protected in Salem, even if they are on private property. The Salem Revised Code (SRC) Chapter 808 explains the rules for tree conservation and removal. SRC Chapter 807 outlines landscaping requirements for all properties, except single-family homes. 

A tree is defined as any living, woody plant that grows at least 15 feet tall, has a trunk that is at least 10 inches wide when measured 4.5 feet above the ground, and has an upright arrangement of branches and leaves. 

Removal of a tree means cutting it down or taking away 30 percent or more of its crown, trunk, or root system. It also includes damaging the tree in a way that causes it to decline or die. Removal includes topping the tree, damaging the roots with toxic substances or heavy equipment, storing materials near the tree, changing the natural ground level without approval, or altering the tree's natural conditions without permission. 

Normal trimming or pruning of trees does not require a permit.

Land Use Applications must be submitted through the City of Salem Permit Application Center Portal. The first time you use the portal, you will need to create an account. A land use application form will be automatically generated for you during the submission process. You must sign this form and upload the signed version to complete your application.

Once you are logged in:

  1. Click the Land Use Applications button at the top of the Dashboard.
  2. Follow the instructions for submitting your application, including uploading the required forms and plans, and paying the application fee.
