Our commitment to regular testing of water sources and distribution systems ensures that our drinking water consistently meets the highest safety standards. In accordance with guidelines set by the Oregon Health Authority (OHA), we adhere to established water quality parameters that dictate acceptable levels of various substances in our drinking water. These standards are crucial for protecting public health. By conducting regular assessments against these benchmarks, we confidently deliver high-quality water that enhances the well-being of our residents.
At every stage of our water treatment process, Salem upholds the rigorous standards set forth by the Federal Safe Drinking Water Act, ensuring the utmost safety and quality for our community's water supply. Here's how we maintain our commitment to excellence:
1. Comprehensive Sampling Across the System
The City of Salem collects water quality samples from the source at Detroit Lake Reservoir and at 48 different locations across the water distribution system. These sample locations were chosen with the assistance of the Oregon Health Authority Drinking Water Program, and are strategically located to provide monitoring in all areas of the distribution system.
A bacteriological sample is collected at each site approximately once a week. Temperature, pH, turbidity, chlorine residuals, and additional water quality parameters are also collected. A summary of the water quality data collected each year is compiled in Salem's Annual Water Quality Report and published online.
2. In-House Testing for Cyanotoxins
The City's Willow Lake lab tests for cyanotoxins and gives timely results. The lab has state accreditation for testing cyanotoxins through the Oregon Laboratory Accreditation Program (ORELAP).This in-house capability gives operators the information they need to make the best water treatment decisions.
3. Cyanotoxins and Algae Season
During algae season, from April to October each year, additional monitoring and water quality sampling occurs within the North Santiam River watershed. This is an important step in meeting Oregon Health Authority Rules for monitoring the presence of Total Microcystin and Cylindrospermopsin (cyanotoxins).
Sampling frequency increases during the peak summer months, ensuring that we stay ahead of any potential exposure to elevated algae activity.
Water Monitoring
To meet Oregon Health Authority rules, the City of Salem monitors for the presence of Total Microcystin and Cylindrospermopsin (cyanotoxins).Regulatory monitoring for cyanotoxins in North Santiam Watershed typically begins in April and ends in October (algae season). Additional monitoring occurs November – April depending on the weather conditions and Detroit Reservoir water levels.

Data from the Intake and from Aldersgate will be used to determine when to activate additional drinking water treatment processes at Geren Island, Thanks to an in-house ELISA testing system, the City is now able to provide Total Microcystin and Cylindrospermopsin test results faster. When toxins are detected in the North Santiam River, samples will be collected daily and the results will be available the following day on the City website.If the need arises to issue a water advisory, a City notification will be sent through the Marion-Polk Community Alert System, posted on the front page of our website, shared with media, and posted to the City of Salem Facebook and Twitter social media accounts. The status on the City's drinking water water advisory pages will also be updated to reflect that an advisory is in effect.
What is PFAS? A Group of Manufactured Chemicals
PFAS are a group of chemicals made by people. They have been used in many products since the 1940s because they are useful. There are thousands of different PFAS compounds. Some have been studied more than others.
Two well-known PFAS chemicals are Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonate (PFOS). These chemicals have been used a lot in the past, but they are no longer used in the United States. Newer compounds have replaced them.
One major concern about PFAS is that many of these chemicals do not break down in the environment. They can build up in plants, animals, and the environment over time.
Testing Our Drinking Water
In Oregon, there are health advisory levels for PFAS in drinking water. We have tested our drinking water and found no PFAS in the samples.
In January 2023, we tested for 29 known PFAS compounds in our drinking water. This testing was part of the Unregulated Contaminant Monitoring Rule - Round 5 (UCMR5). The UCMR5 helps the Environmental Protection Agency (EPA), the Oregon Health Authority, and the City of Salem gather valid scientific data about these contaminants in drinking water. New testing methods and procedures will help us get better data and understand this important issue.
Results of Testing
So far, we have not detected any PFAS at levels that meet or exceed the EPA's minimum reporting levels. The City will continue to update this page with the latest sample results.

Unregulated Contaminant Monitoring Rule – Round 5 Results
The Unregulated Contaminant Monitoring Rule (UMCR) requires water providers nationwide to sample for unregulated contaminants once every five years. The EPA uses these sampling efforts to collect information about contaminants suspected to be present in drinking water but which are currently not regulated by health based limits under the Federal Safe Drinking Water Act. The UCMR5 – fifth round of UMCR, will provide new data that is critically needed to improve EPA’s understanding of the frequency that 29 PFAS (and lithium) are found in the nation’s drinking water systems and at what levels. This data will ensure science-based decision-making and help prioritize protection of disadvantaged communities. - The Health Advisories are lower for younger children than for older children because young children under the age of six consume more water relative to their body weight when compared to adults and older children. Therefore, younger children are at an increased risk of adverse health impacts of cyanotoxins at lower levels.
- Two different Health Advisories were developed because of the variations in body weight and drinking water intake between the different age groups. Bottle-fed infants and young children under the age of six have higher water intake relative to body weight as compared to adults and children six years and older. Therefore, the Health Advisories are lower for younger children than for children six years and older and adults. Additionally, other groups of individuals may be more vulnerable to cyanotoxins including: pregnant women, nursing mothers, those with pre-existing liver conditions, those receiving dialysis treatment, the elderly and other sensitive populations. As a precautionary measure, the lower level Health Advisories could also apply to these individuals.

If you or someone in your family has consumed water that might have had high levels of cyanotoxins and you are feeling sick, please talk to your doctor. The Centers for Disease Control and Prevention (CDC) is collecting information about illnesses related to these toxins. To report an illness caused by cyanotoxins in people or animals, please contact your state or local health department.

What Happens if you Exceed the Health Advisory Level? If it is a 10-day Value, What Happens if you Exceed for a Smaller Number of Days?
The Health Advisory levels for microcystins and cylindrospermopsin for concentrations where we do not expect any health problems after drinking the water for 10 days. Since it can be hard to know how long harmful algae toxins will be high, the U.S. Environmental Protection Agency (U.S. EPA) suggests that water systems start taking action as soon as they confirm these high levels with more tests. Also, because it takes time to process these tests, it may take several days to confirm if the water has toxin levels above the Health Advisories after a bloom or cyanotoxins are found. Therefore, the U.S. EPA advises starting response actions as soon as possible.
Reducing nutrient pollution, like too much nitrogen and phosphorus, is important for lowering cyanotoxins in drinking water sources. Extra nutrients can come from farms, factories, cities, and even the air. You can help reduce nutrients in water by using phosphate-free detergents, properly disposing of pet waste, using fertilizers only when needed and in the right amounts and volunteering to protect local watersheds. - You may receive a drinking water advisory from your public water supply if cyanotoxins above Health Advisories Limits are detected in your tap water. If a drinking water advisory is issued, follow the recommendations described in the advisory notification. If you are concerned about the potential occurrence of cyanotoxins in drinking water, please contact your public water system.
The U.S. Environmental Protection Agency (EPA) created 10-Day Health Advisories for the cyanotoxins microcystins and cylindrospermopsin (see Table 1). There are two separate Health Advisories: one for infants and children under six years old and one for adults and children six years and older. These advisories are based on the latest science and focus on exposure over a 10-day period. The U.S. Environmental Protection Agency (EPA) creates Health Advisories for unregulated contaminants to help states and water systems handle local issues, emergencies and spills. These advisories are not federal laws or enforceable limits. They show the contaminant levels at or below levels that are unlikely to harm human health over a certain period of time. The EPA may update these advisories as new information becomes available.
- Cyanotoxins can be harmful to animals if they drink tap water contaminated with elevated levels of cyanotoxins. Contact a veterinarian if animals show signs of illness.
- Given the current scientific understanding, it is unlikely that showering, bathing, washing hands, doing laundry, etc. in tap water with cyanotoxin levels near or below the Health Advisory will be harmful to human health. However, infants and young children under the age of six should be supervised while bathing and during other tap water-related activities to prevent accidental ingestion of water. You may also accidentally consume water that is used to prepare or wash your food, make beverages or make ice. If a drinking water advisory is issued, the U.S. Environmental Protection Agency recommends using alternative water sources for these activities as well as using alternative water sources to make infant formula.
Harmful Algal Blooms that produce cyanotoxins can happen in water used for drinking. If these toxins are not removed during water treatment, they can be harmful to people if found in tap water above certain levels. Algal blooms can also cause taste and smell issues in drinking water, like an earthy or musty odor. However, these smells and tastes are not harmful to your health.
- No, boiling water will not remove cyanotoxins and may increase toxin levels.
Drinking water with elevated levels of cyanotoxins can be harmful if used in dialysis treatment. The U.S. Environmental Protection Agency (EPA) advises dialysis centers and people using dialysis at home to use a different water source if their current water is contaminated with high levels of cyanotoxins. Talk to your local health department or your doctor for guidance.
- Some organizations are working on certification standards for in-home water filters to see how well they can remove cyanotoxins from drinking water. NSF International has certified some filters that can reduce microcystin levels to below the national Health Advisory Limits.
