    Severe Weather Advisory

    When temperatures are forecasted to reach 95 degrees or higher, garbage haulers in Salem may pick up earlier than usual in your area. Please put carts out the night before to avoid getting missed.

    Snow and ice events may cause service delays, causing collection to be later the same day or delayed 1-2 days. Haulers will pick up as soon as roads become safe for trucks. If service is cancelled for that week due to severe weather, collection will be on your next regularly scheduled pick up day and one-week’s equivalent of extra trash will be collected at no extra charge.

    Call your hauler or Mid-Valley Garbage and Recycling Association (503-390-4000) for updates or with questions.

    Information on City Utility Companies 

    If you move to Salem, or a new area in the city, you may need to change your utility providers.

    Below is a directory of utility providers that serve Salem residents and businesses. This is not an all-inclusive list, and it is subject to change without notice.

    Utility Franchises 

    In the City of Salem, Utility Franchises are given to specific companies that use parts of the City's Right-of-Way to help facilitate necessary services. A Franchise Agreement is a legally binding document between a company and the City to provide for the installation and performance of necessary services, like garbage collection, telephone, cable, or internet service, electricity and gas hookups throughout the City.

    These services require companies to use portions of the City's Right-of-Way to build infrastructure to deliver services to homes and businesses. This includes burying gas or electrical lines under our sidewalks and streets or allowing trash cans on the curb for pick-up by garbage trucks.

    Complaints or Comments

    To submit a complaint or comment, please call the utility company first. If the response from the utility company is not satisfactory, please contact the City's Franchise Administrator at 503-588-6258 or by email.

    You may also submit a comment or register a complaint directly with the government agency that has regulatory authority over the utility companies. For electricity, natural gas and telecommunications, contact the Oregon Public Utility Commission at 1-800-522-2404. For cable, contact the Federal Communications Commission at 1-888-225-5322.

    The City of Salem regulates solid waste, including garbage, recycling and mixed organics/yard debris collection within the city limits. Regulation includes franchising haulers, developing standards and setting rates for collection services. Standards for collection are contained in Salem Revised Code Chapter 47. Six franchised haulers provide solid waste collection in Salem, servicing six exclusive service areas. To find your hauler, view the PDF map below or use the Find Your Hauler tool.

    The City of Salem provides drinking water, wastewater (sewer), stormwater and streetlight services to residents in the Salem area.

    Customers are billed for both volume and base fees for these services. Base fees cover the costs of services that occur regardless of how much the service is used.
