Apply for a Zero Wastewater Discharge Permit

Facilities that produce regulated wastewater but do not release it into the City's system must apply for a zero wastewater discharge permit. This permit is important because it helps protect the environment and ensures that wastewater is managed properly. It is essential for businesses that want to comply with local regulations and maintain a good relationship with the community. 

Application Process

To apply for the permit, complete the application form and submit it to Environmental Services. If you do not own the facility, you must provide a copy of the contract and other documents that show your responsibilities for the facility. You will also need to include documentation that proves the ownership of the facility. 

The application requires detailed information about your water sources and how you use water. This information helps determine the limits for wastewater discharge.

Steps to Submit a Zero Wastewater Discharge Permit: 

  1. Prepare all documents outlined in the Zero Wastewater Discharge User Permit Application and fill out the application. 
  2. Send completed application and documents to Environmental Services by mail: 
    • City of Salem Environmental Services, P.O. Box 14300, Salem, OR 97309
    • For FedEx or UPS: Environmental Services, 1457 23rd St. SE, Salem, OR 97302

Additional Requirements

Any business that wishes to discharge industrial wastewater into the City's water treatment system must apply for a wastewater discharge permit. This requirement is outlined in the Salem Revised Code Chapter 74

Furthermore, you must provide information on how you will process wastewater and comply with standards set by the Federal General Pretreatment Regulations 403.12. This ensures that your facility meets all necessary guidelines for wastewater management.
