Apply for or Renew a Wastewater Discharge Permit
Overview of the Wastewater Discharge Permit Process
The wastewater discharge permit process helps the City maintain water quality by controlling what industrial businesses release into the City water system. This process is outlined in Salem Revised Code Chapter 74.
Apply for a New Permit
Any business that wants to discharge industrial wastewater into the City's water treatment system must first obtain a wastewater discharge permit. You must submit the initial application to Environmental Services at least 90 days before you plan to discharge. Once your application is approved, you will receive an invoice for the initial wastewater permit fee. Please refer to the section on Fees for more information.
If your facility generates regulated wastewater but does not discharge it into the City's system, you must apply for a zero wastewater discharge permit.
Renew Your Wastewater Discharge Permit
If your existing wastewater discharge permit is about to expire, you need to fill out the renewal application and submit it to Environmental Services. You must submit the renewal application no less than 90 days before your current permit expires. After reviewing your application, Environmental Services will determine the length of the permit renewal. You will then receive an invoice for the wastewater permit renewal fee. Processing and Compliance
To comply with Federal General Pretreatment Regulations 403.12, you must provide information on processing and compliance standards. This includes submitting baseline monitoring reports.
Information on Wastewater Permit and Services Fees
The Salem City Council sets the rates for water, wastewater (sewer), and stormwater services every two years. The utility rates and fees are updated regularly, with the latest rates approved for January 2024. The Council is dedicated to providing sufficient funding for these systems to meet the needs of our community and to comply with state and federal regulations.
