Introduction 

The City of Salem must follow state and federal laws to prevent pollutants from entering the stormwater system. This is important because pollutants can harm the environment and public health. By managing trash properly, we can help keep our community clean and safe. 

Sources of Pollutants

Pollutants can come from various sources, including: 

• Waste material left on the ground. 
• Leaking garbage containers. 
• Rainwater flowing through trash containers or accumulated trash. 

Trash Area Management Program

A Trash Area Management Plan (TAMP) allows business or property owners to manage their trash without building a covered trash area. If owners do not follow the Trash Area Management Plan or fail to prevent pollutants, the City may revoke the plan. In this case, the owner may need to build a cover for the trash area. 

A Trash Area Management Plan is an agreement between the current business or property owner and the City of Salem. If the property changes ownership, the new owner must either submit a new management plan or build a cover for the trash area. 

How to Submit a Trash Area Management Plan

To submit a Trash Area Management Plan, the owner must provide a draft plan for review and approval to the Public Works Department. This should be done along with the application for a building permit. The business or property owner can revise or update the management plan, but these changes must be approved by the Director of Public Works. 

Steps to Submit a Trash Area Management Plan:

1. Prepare the plan and all required documents listed in the Trash Area Management Plan application and fill out the application. 
2. Submit the application and all documents to Development Services in-person, by mail, or by email:
