Overview of the 1200Z Permit

The 1200Z Permit is a National Pollutant Discharge Elimination System Stormwater Discharge Permit. The Department of Environmental Quality issues this permit to industrial facilities that may discharge stormwater into surface waters, such as creeks, rivers, and streams. The City of Salem holds the 1200Z Permit for the Salem-Willamette Valley Airport. The City is responsible for sampling, inspecting and reporting for the permit. However, each tenant must take the training annually and understand the permit requirements, keep their sites clean and prevent pollutants from contacting stormwater or reaching local streams.

Importance of Training

Training on the 1200Z materials is essential for certain employees of airport tenants. This training helps ensure that everyone understands their role in protecting the environment. Each employee must complete training within 30 days of being hired and then annually. The resources provided on this website will help you train your employees. After completing the training, each employee must take a quiz on the 1200Z training materials

Who Needs This Training

Certain personnel must receive training, including:

  • General managers and supervisors
  • Staff responsible for pollution prevention and stormwater management
  • Personnel involved in the design, installation, maintenance, or repair of pollution controls
  • Employees who handle chemicals and materials that could pollute stormwater
  • Staff responsible for monitoring or inspecting as required in Schedule B
  • Employees conducting and documenting corrective actions

All employees who meet these requirements must be trained on the 1200Z materials. Employees should read each fact sheet and take the quiz, which will include questions based on the fact sheet information.

Importance of Stormwater

Stormwater is storm-related water that flows over hard surfaces, like roads and parking lots. As it flows, stormwater can pick up pollution and carry it to storm drains. From there, it often flows untreated into local streams. It is important to keep stormwater clean. Please read the fact sheet about the importance of stormwater and the need to keep it pollution-free.

Spill Prevention and Response, Material Management, and Best Management Practices

Every business should have a Spill Prevention and Response Control Plan. A spill kit should also be available and easily accessible to employees. Proper material management and best management practices are necessary to prevent pollutants from entering stormwater. Please read the fact sheet for more information.

Monitoring and Inspection

The City of Salem, as the holder of the 1200Z Permit, regularly inspects stormwater facilities at the Airport. The City also collects samples from stormwater discharge points. Tenants must implement good housekeeping and best management practices to meet the City's monitoring requirements. Please read the fact sheet for specific limits on certain parameters.

1200Z Permit Compliance

For information on the 1200Z Permit, how to use it, specifics on employee training, and how to remain in compliance, please read the fact sheet.

Technology-Based Effluent Limits (TBELs)

The Narrative Technology-Based Effluent Limits are included in the 1200Z Industrial Stormwater Permit. Please read the fact sheet for a summary of these specifications.
