Apply for a Residential District Parking Permit
Residential Parking Permits
If you live in a residential parking district and need to use on-street parking for yourself or your guests during monitored hours, you must obtain a residential parking permit. Monitored hours vary by district.
The residential parking permit program was created to manage the high demand for parking in residential areas throughout Salem. The program prevents non-residents from parking for long periods and establishes rules for residential parking.
How to Apply for a Residential Parking Permit
You can apply for a residential parking permit in two ways:

In Person
Visit the Customer Service Center with the following:- Payment for the permit fee
- Vehicle license plate number
- Current proof of residency (choose one):
- Photo ID with current address
- Vehicle registration with current address
- Documentation from a registrar’s office (for Willamette University students)
- Lease or rental agreement
- Utility bill

By Email
Email your application form to parkingpermits@cityofsalem.net. Once your application and proof of residency are accepted, you will receive an email with instructions to pay online through the PAC Portal. After approval, you will be notified about how to receive your parking passes.
Displaying Your Permit
Once you receive your residential parking permit, it must be displayed on the left rear bumper or left rear window of your registered vehicle.
Guest Passes
Residents in designated parking districts can request guest passes for visitors.
Annual Guest Passes
- Each residence may request up to three annual guest passes when purchasing a residential permit.
- These passes are valid for one year from the date of issuance.
- Guest passes may only be used while the guest is visiting the home of the resident. They cannot be used for work or school purposes.
One-Day Guest Passes
Residents may also purchase 25 one-day guest passes for:
- Visitors
- Volunteers
- Individuals providing care
How to Renew a Residential Parking Permit
Permit renewal paperwork will be sent to you by mail. You can renew your permit using one of the following methods:
- Online: permits.cityofsalem.net.
- By Mail: Return the completed paperwork in the provided envelope.
- In Person: Visit the Customer Service Center.
Important: It is your responsibility to renew your permit before the expiration date.
