About Northeast United
The City of Salem is working collaboratively with community members and stakeholders to address pressing issues and challenges facing the Northeast Salem community. Our goal is to invite and encourage every voice — across sectors, backgrounds, and experiences — to come together, share perspectives, and build solutions that truly reflect the needs of our neighborhood.
Using a collaborative framework, the initiative expands outreach to northeast Salem to engage residents, businesses, service providers, visitors and those with lived experience to improve safety and livability in northeast. As we invite community members and stakeholders to join us in shaping solutions that reflect local needs and priorities.
Our goal is to foster a shared sense of responsibility and partnership, recognizing that lasting improvements in safety and quality of life come from working together across sectors and experiences. The City of Salem is committed to transparency, ongoing dialogue, and responsive action as we move forward, ensuring that the voices of Northeast Salem residents guide our work.
Results from 2026 Community Survey
During the summer of 2026, the City of Salem actively engaged Northeast Salem residents, businesses, service providers, and community partners to better understand challenges and opportunities facing that community. Outreach included neighborhood association meetings, door-to-door canvassing, park pop-up events, community events, media outreach, and a multilingual community survey.
More than 315 community members participated in the 2026 Community Survey. With over 76% of respondents living in Northeast Salem, the engagement ensured that feedback reflected the voices of those who live, work, and spend time in the neighborhood.
Community members consistently identified the following priorities:

Public health and support for vulnerable populations

Public safety, including crime, traffic safety, and neighborhood conditions

Housing affordability and homelessness

Upkeep and appearance of parks, streets, and public spaces

Community connection and belonging

Access to services, education, youth opportunities, and economic opportunities
This feedback serves as the foundation for Northeast United's collaborative work and will continue to guide future conversations, planning, and action.
