Automated License Plate Reader Program
Automated license plate reader (ALPR) systems have been in use by the Salem Police Department since the mid-2000s. The first cameras were affixed to three patrol cars and primarily used to locate stolen vehicles.
In the early 2020s, the ALPR program was expanded to include location-based cameras, allowing investigators to broaden their investigative effectiveness. The program now focuses on other types of investigations, such as violent or organized crime.
All camera data is stored in accordance with record retention policies, and all access to and searches of the systems are logged and tracked. Regular audits, along with departmental policy, guide system use and ensure program compliance with all applicable laws and regulations.

Program Usage Reports
As required by Oregon Senate Bill 1516 (enacted in the spring of 2026), the Salem Police Department publishes monthly and quarterly usage reports for its ALPR program.
