Salem Police Department

The Salem Police Department Organization
Administration
The Chief of Police oversees all city law enforcement operations in Salem. The chief's role is to ensure the department addresses the community’s public safety requirements through efficient services and collaborations that enhance residents’ security and overall quality of life.
Chief Trevor Womack has led the Salem Police Department since December 2020. The Chief’s Office includes an assistant chief, two deputy chiefs, and the strategic communications and initiatives manager. The department's strategic plan is also managed within the Chief’s Office.
Support Division
Assistant Chief Brandon Ditto supervises the Support Division which delivers myriad services related to the everyday functioning of the department including evidence processing, hiring, logistics, records management and more.

Field Operations Division
Deputy Chief Treven Upkes oversees the Field Operations Division which provides primary law enforcement activities to preserve public peace, prevent crime and protect life and property as patrol first responders to calls for service.
- Field Operations includes all patrol functions, such as the:
- Emergency Operations Group, which includes Bomb Squad, Crisis Negotiations Team, Mobile Response Team, SWAT
- Graffiti Abatement
- K9 Unit
- Mobile Crisis Response Teams
- Traffic Team
Investigations Division
Deputy Chief Debra Aguilar is responsible for two several detective units, comprising two sections within the Investigations Division. Detectives investigate a variety of crimes, including persons, property, drugs, violent crime and other major investigations occurring in the city.
These responsibilities include:
- Criminal Investigations Section
- Crime Lab
- Domestic Violence Response Program
- Felony Crimes, Special Victims, and Violent Crimes Units
- Special Operations Section
- Drug Enforcement Unit
- Strategic Investigations Unit
