Winter-Maple Neighborhood Greenway

The Winter-Maple Neighborhood Greenway is a key project identified in the City of Salem’s Transportation System Plan. This initiative aims to create a safe, attractive and convenient route for walking and bicycling while maintaining local access at safe speeds.

Project Area

The project spans approximately 2.5 miles along Winter Street NE and Maple Avenue NE in Salem, including nearby areas. This corridor will serve as a vital connection for residents, improving access to key destinations and promoting active transportation options.

Why This Project Matters

This project is important because it addresses the growing need for safe and accessible transportation options for pedestrians and cyclists. By prioritizing these modes of travel, the greenway will encourage healthier lifestyles, reduce reliance on motor vehicles and enhance the overall quality of life for Salem residents. It also supports the city’s goals of creating a more sustainable and connected community. The project is particularly relevant for families, students and individuals who may feel unsafe using current roadways for walking or biking.

Project Objectives

The Winter-Maple Neighborhood Greenway has several objectives to ensure it meets the needs of the community:

1. Improve Safety and Accessibility

  • Design a corridor that prioritizes walking and biking, making these modes safe, comfortable and convenient.
  •  Reduce motor vehicle speeds and volumes to create a shared-lane environment suitable for all users, including those who are less confident cyclists.

2. Connect Key Destinations

  • Enhance links between downtown Salem and important locations such as schools, parks, employment centers and commercial areas.

3. Address Environmental and Property Concerns

  • Explore options to manage stormwater runoff using green street treatments or conventional methods.
  •  Assess the need for additional right-of-way, identify potential property impacts and develop strategies for acquisition and mitigation.

4. Plan for Implementation

  • Identify project phases and potential funding sources to ensure timely and efficient completion.

 5. Engage the Community

  • Work closely with the public and stakeholders to design a streetscape that reflects community needs. Special outreach efforts will focus on disadvantaged populations to ensure equitable participation.
