In 2023, the Salem City Council adopted a Vision Zero goal, aiming to end traffic deaths and serious injuries in the next decade. As a critical step towards achieving that goal, the City secured a $2.8 M grant from the U.S. Department of Transportation for two key safety initiatives:
- Development of a Safe Streets for All Action Plan, which will guide the city’s investments and priorities for improving traffic safety.
- Implementation of a 20 is Plenty pilot project which involves installing 20 MPH posted speed limits on local residential streets, conducting a citywide community education campaign, and doing a before-and-after study of the project.
The Safe Streets for All Action Plan will be developed in four main stages: Understanding, Needs, Solutions, and Plan of Action. The project team will present our progress to the Advisory Committee during each stage of the project to make sure the plan reflects the community’s needs and priorities.

Project Schedule
The safety action plan will take about 14 months to complete. The 20 MPH speed limit installation will span approximately one year, with a short “before” study and a longer “after” study.
