Get Involved in the Budget Process
The City of Salem budget is the yearly financial plan for the City. It is set up to meet the needs and expectations of the community and the Salem City Council regarding City services. These services are organized into result areas, which are guided by the City’s vision, mission, and values found in the strategic plan.
Budget Schedule
Each year we establish a budgeting process schedule for the coming fiscal year. 2027 Fiscal Year Schedule:
- October 22, 2025: Service and Financial Updates
- January 14, 2026: Five-Year Forecast presentation to the Budget Committee
- January-March 2026: City departments submit budgets for review and approval by the City Manager.
- Budget Committee meetings:
- April 15, 2026, 6 p.m.
- April 22, 2026, 6 p.m.
- April 29, 2026, 6 p.m.
- May 6, 2026, 6 p.m.
- May 13, 2026, 6 p.m. (if needed)
How You Can Participate
The Citizen Budget Committee is the fiscal planning advisory board for the City Council. Through the budget process they prepare a proposed budget and present it to the public and the Salem City Council for final approval.
You can get involved in several ways through the Citizen Budget Committee:
- Inform yourself about the City’s budget by reading the City Manager’s message and financial summaries in the proposed Fiscal Year 2027 budget when it is published in early April.
- Watch Budget Committee meetings on CCTV cable, Channel 21.
- Stream live or later on the City of Salem YouTube Channel.
- Attend a Citizen Budget Committee meeting at the Salem Public Library, 585 Liberty Street SE, Loucks Auditorium.
- Sign up to testify at a meeting either in-person or online.
- Apply to be a Budget Committee Member.
