The City manager directs the daily administration of the City through department directors and directs the work of staff in the City Manager’s Office. This office helps to organize, coordinate and manage City government operations based on City Council direction, State and Federal law, and City ordinance.

The Community Planning and Development Department helps develop a livable city through the following divisions:

The Community Services Department provides recreation and life enhancement opportunities to Salem residents by managing the City's Parks and Recreation programs, Public Library and Center 50+.

The Enterprise Services Department consolidates several services, including Human Resources and Information Technology, in support of business continuity and Citywide strategic initiatives. 

The Finance Department includes Budget, Finance, Purchasing and Municipal Court. The department maintains the City's financial operations, efficiently manages public funds, budgets for the City and URA, and provides transparent financial reporting information.

The Municipal Court makes judicial findings for Misdemeanors A through D, traffic violations and parking ticket cases.

The Legal Department includes City attorneys, the City recorder and support staff.
