South Waterfront Urban Renewal Area

The South Waterfront Urban Renewal Area (URA) was established in September 2007 and is approximately 370 acres. Salem, like many river communities, aims to transform its riverfront from an industrial area into a vibrant regional amenity.

Goals of the South Waterfront URA

South Waterfront URA funds will be used to invest in the development of the Willamette Riverfront to provide an opportunity for a variety of commercial, residential, public and other uses compatible with the location and facilitate safe pedestrian and bicycle movement along the river.

The South Waterfront URA goals include:

  • Improve transportation infrastructure
  • Create pedestrian systems
  • Extend riverfront access
  • Daylight Pringle Creek
  • Connect to the pedestrian/bicycle system on Minto Island

Since 2007, 100+ residential units and ground floor commercial space have been completed within the URA.

Project Plans

When the urban renewal district was first established, property values were assessed and key projects were identified. Project plans are subject to change at the direction of the Urban Renewal Agency.
