Americans with Disabilities Act (ADA) Compliance in Salem
In accordance with Title II of the Americans with Disabilities Act (ADA), the City of Salem is committed to ensuring that qualified individuals with disabilities are not discriminated against in its services, programs, or activities.
Employment
The City of Salem does not discriminate against individuals with disabilities in its hiring or employment practices. The City complies with all regulations set forth by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.
Effective Communication
The City of Salem will provide appropriate aids and services to facilitate effective communication for qualified individuals with disabilities upon request. This includes:
- Qualified sign language interpreters
- Documents in Braille
- Other methods to make information and communications accessible for individuals with speech, hearing, or vision impairments
Modifications to Policies and Procedures
The City of Salem will make reasonable modifications to policies and programs to ensure that individuals with disabilities have equal opportunities to enjoy all programs, services, and activities. For example, individuals with service animals are welcome in City offices, even in areas where pets are generally prohibited.
Requesting Accommodations
Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a City program, service, or activity, should contact the event, meeting, or program organizer as soon as possible, but no later than 48 hours before the scheduled event.

Limitations of the ADA
The ADA does not require the City of Salem to take any actions that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.
Reporting Accessibility Concerns
Complaints regarding the accessibility of a program, service, or activity of the City of Salem for individuals with disabilities should be directed to the Title VI/Section 504 Coordinator at 503-540-2371 or humanrights@cityofsalem.net.
The City of Salem will not impose a surcharge on individuals with disabilities or any group of individuals with disabilities to cover the costs of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but not accessible to those who use wheelchairs.
By adhering to these guidelines, the City of Salem aims to create an inclusive environment where all individuals, regardless of ability, can participate fully in community life.
