Rules About Camping on Public Property
In 2021, Oregon made new laws about how cities can handle people camping in public spaces. These laws, called House Bills 3115 and 3124, were made because of important court cases like Blake v. City of Grants Pass and Martin v. Boise. They limit how cities can make rules about keeping warm and dry, including camping.
Why This Matters
These laws are important because they protect the rights of people who have to sleep outside. If Salem doesn't follow these rules, it could face legal problems. The City wants to make sure it helps and respects everyone, so it updated its local laws.
What is the City Doing?
The Salem City Council updated Salem's rules to fit the new state laws. Here’s what happened:
- The city approved a new rule (SRC 95.720) and removed SRC 95.730 and Ordinance 6-20.
- These changes started on June 22, 2023. They help city workers understand how to handle camping in public places.
What are the Changes?
- Camping Rules: Camping is still not allowed in parks, near building entrances, near shelters, and in some other areas. These rules help the city control problem spots temporarily.
- Pedestrian Paths: Camps must leave a 36-inch wide path for people to walk on sidewalks.
