Residents Safe After Apartment Fire at Yaquina Hall

At around 10 a.m. on June 12, the Salem Housing Authority had a test of their emergency systems when a fire started in a unit at Yaquina Hall, a supportive housing building.

While the Salem Fire Department responded to the fire, staff from Salem Housing and ARCHES worked together to safely evacuate everyone from the building. The sprinkler system activated and successfully kept the fire damage limited to just one unit. Thankfully, no one was hurt.

Residents were unable to return to their units for several hours. During that time, staff from Salem Housing and ARCHES provided water, food, popsicles, dog food, and portable toilets to support the residents.

“Everyone responded very quickly. We definitely collaborated very well,” Sarah Murray, Communications Program Coordinator for Salem Housing Authority. “ARCHES was amazing, coordinating with residents.”

Charlie's Journey

Charlie spent more than three years living unsheltered in Wallace Marine Park, facing daily challenges related to mental illness, substance use, and survival. Known to many outreach teams and first responders, he frequently cycled in and out of emergency rooms and jails, often overlooked by systems that weren't equipped to meet his needs.

Through the Homeless Rental Assistance Program (HRAP), Charlie was given the opportunity to step into housing, his first home in over a decade. The transition wasn’t easy, but with consistent and compassionate case management, he began to stabilize.

Charlie made every rent payment, kept his medical and behavioral health appointments, and even started reconnecting with family. He shared that the simple dignity of having a front door and a space of his own brought him peace he hadn’t known in years.

Charlie passed away while sheltered, with a roof over his head and people who cared about him. His story serves as a powerful reminder of what it means to be seen, supported, and housed—and of the profound impact programs like HRAP can have, even in the most complex cases. Charlie’s life and legacy continue to inspire the work we do.

Church@thePark operates three micro-shelter communities and safe parking. Individuals and families without shelter can stay in these communities if space is available and they have no other safe options. Residents must follow site rules and work toward improving their health and housing situation. Over half of the people who stay at Church@thePark shelters move on to stable housing or other positive outcomes.

Salem Housing Authority has partnered with Northwest Human Services to build the Evergreen Apartments, a new multi-family housing project at 1797 Evergreen Avenue NE. This development will include 26 to 28 units for households with low- and moderate incomes, earning less than 60% of the area’s median income. On-site services will support residents with their needs.

Sometimes Pets Need Help, Too

Salem Housing Authority staff members, working with a collaborative outreach group at Wallace Marine Park, found a group of puppies without anyone to care for them. The group contacted several pet rescue organizations and found a safe place for the puppies at ARK Pet Rescue. Thank you, ARK, and the outreach group for your!

Rapid Rehousing Funds Help with Safe, Stable Housing

During March, the Salem Housing Authority outreach team supported 15 households’ move into safe and stable housing with our Rapid Rehousing Funds (RRH) as provided through Governor Kotek’s Executive Order. They plan to continue to use these funds to remove barriers to stable housing for neighbors experiencing homelessness or fleeing domestic violence.

The fifteen households that moved in during March included families, disabled seniors, someone exiting human trafficking, and someone moving into sober living. The Outreach team made referrals to Law Enforcement Assisted Diversion (LEAD), Seed of Faith Safe Parking and Rental Assistance Program, Willamette Valley Physicians Health Authority (WVP), Church at the Park (C@P) Village of Hope, and Easter Seals.

Salem Housing Authority still has Rapid Rehousing Grants available to support people who are experiencing homelessness. These grants help remove one-time barriers to housing such as application fees and security deposits.

These one-time grants are designed to respond to household’s specific needs. Some participants may only need a small amount help to stabilize their household. Others may need more extensive and personalized help.

You are eligible if you:

Are homeless or fleeing domestic violence
Have completed a coordinated entry housing assessment
Have an income that is at least 2 times rent costs, or have a rental subsidy

Fair Housing Month

Salem Housing Authority (SHA) is among partners of the Fair Housing Council of Oregon who are observing Fair Housing Month in April. This year’s theme is “Community Includes All of Us.” The Council will present four Fair Housing History Fridays in April, including:

Family Response

Homeless response partners worked closely together recently to see a family sheltered. The family of four with two preschool-age children were located and welcomed into the Church @ the Park family micro-shelter the same day. While staying in the micro-shelter, the family agrees to work on making progress toward health and housing, and to ensure their length of stay is as short and supported as possible.

Salem Outreach and Livability Services (SoS)

The SOS Team has put actions on hold that require relocation of unsheltered individuals, as is the annual practice during the Homeless Point in Time (PIT) Count. Instead, they helped the PIT County using UTVs to move counters through the Wallace Marine Park wooded areas. They discovered a section of camps that had been abandoned in the face of high water, which will be another area planned for future clean-up.

Grand Opening: The Mid-Willamette Valley Community Action Agency announced the upcoming opening of a greatly needed shelter aimed at enhancing support for homeless families in Marion and Polk counties: The ARCHES Nest. “No child should have to sleep outside, and we believe that every family deserves a safe, stable environment to build a better future,” said Ashley Hamilton, Deputy Executive Director. The ARCHES Next, located at 2933 Center Street SE, is set to open January 24 at 11:30 a.m.

The ARCHES Nest Opens with Services for Homeless Families

Early this week, work has focused on the aftermath of waste overflow. They’ve made campers there aware of the potential health concerns from E. coli unseated manholes. and will focus on:

Sometimes Need Doesn’t Punch a Clock

This weekend provided an example of how community partners in sheltering homeless people, whether on duty or off, pull together to help people in need of shelter. City of Salem and Salem Housing Authority outreach workers pulled together with Church@thePark to help a young family navigate their way through getting the services they need, including a roof over their heads.

SHARE Event Draws a Crowd

The Salem Housing Authority Resource Event (SHARE) drew 140 people to Oak Parch Church of God on November 21. The event was designed to connect people with resources. Some 14 different providers offered resources, including:

One hundred pounds of baked potatoes were served with toppings and cornbread. People who attended also received drawstring bags with hygiene items, hand warmers, gloves and a beanie.

Multiple individuals signed up for addiction and mentor services, while several people are able to have their Electronic Benefits Transfer (EBT) cards issued with proof of benefits.

If they accept Church@thePark service expectations, they are agreeing to meet our site standards on work on making progress toward health and housing, to ensure that their length of stay is as short and supported as possible. Over 50% of people Church@thePark shelters move on to positive destinations.

Salem Public Library is open Tuesday through Thursday from 10 a.m. to 6 p.m., Friday and Saturday from 10 a.m. to 5 p.m.
ARCHES day center is open Wednesday through Sunday at 615 Commercial Street NE. Regular hours are 9 a.m. to 1 p.m. and 2-4:30 p.m. On days when the temperature exceeds 95 degrees, day center extends closing until 7 p.m.
HOAP (Homeless Outreach & Advocacy Project) at 694 Church Street NE. HOAP Day Center is open Monday through Friday, from 9 a.m. to 1 p.m. Brunch: 10:30 a.m.-noon. Closed 1-2 p.m. Window Services are from 2 to 4 p.m. for everyone (mail, hygiene items, bathrooms, and other services). SCHEDULE CHANGES: Drop-in Medical Clinic is Monday, 8:30 to 11:30 a.m., now open to all. (Monday clinics vary based on provider availability, so please call ahead.) Drop-in Medical Clinic on Wednesday, 8:30 a.m.- 11:30 a.m. Fridays are women and nonbinary days from 9 a.m. to 1 p.m. Window Services from 2-4 p.m. for everyone. The ROCC (Recovery Outreach Community Center) offers peer support, resource navigation, Oregon Health Plan assistance, group activities, soup, coffee, computers, transportation to and from showers on Wednesday, and outreach. The Mid-Willamette Valley Homeless Alliance seeks input from youth and young adults between the ages of 11 and 24 within Marion and Polk Counties. No Camping Signs Planned

Signs will soon be posted in areas of northeast Salem to address the challenges of encampments that block sidewalks and pathways, disrupting pedestrian traffic and causing other chronic impacts. Limited capacity to enforce the restriction means these signs like these are placed in limited circumstances. Areas plan for new signage include:

Sunnyview Road NE – Hawthorne Avenue NE on the west side, through to 41^st Avenue NE on the east side
Lancaster Drive NE – Market Street NE on the south side, through Wolverine Street NE on the north side

Getting a man settled at the Salem Navigation Center recently took a high degree of ingenuity and persistence between the Homelessness Support Team and Salem Housing Authority outreach coordinators.

A man and his dog were set to go to the Salem Navigation Center for temporary housing, but the man couldn’t transport his dog, so the outreach coordinators agreed to give her a ride. Unfortunately, while the man was packing for the trip, his money and some of his possessions were taken and he didn’t arrive at the Navigation Center until after the coordinators had to end their shift. So the dog went home with one of the coordinators for the weekend. The pregnant dog was taken to the veterinary where an x-ray revealed she was carrying four puppy and also had a large metal washer in her belly.

The dog underwent surgery and three of the four puppies survived. The gentleman could have lost his place at the Navigation Center, because it isn’t equipped for puppies, but the outreach coordinators stepped in again, finding a place for the dog and pups one time only at a pet rescue.

The man was settled at the Navigation Center and the dog, which was spayed, is reportedly doing well in foster care.

Each person who leaves homelessness presents his or her own challenges that require unique and sometimes unusual solutions. As in this case, people working with homeless people often need to help them find creative solutions to overcome housing barriers.

Good Works

Last week, the Homeless Support Team (HST) from Salem Police was checking on a complaint near Highway 22 and Gaffin Road. While doing this, they met a man who was living in his vehicle. They learned that the man had been out of work for over a year due to an injury. As a consequence, he lost his apartment and ended up living in his car. He was willing to receive help and quickly received a housing assessment and was placed at the Navigation Center. This was a great example of teamwork between the HST and local service providers.

A 35-year-old Salem man jumped into the Willamette River to save a young woman, a stranger to him, this past week. The woman survived. The man did not. Derik Morganstern was known by many as a beloved family member, friend, etc. Everyone has a story. He had issues. He was unsheltered.

In an instant, Deric made a choice, took a risk. He jumped into the river to rescue a stranger. No hesitation. He had a broken arm, but still made the attempt. Though he was a man who may have been looked down on by some people, they didn’t know his heart. Perceptions. Assumptions.

He was a true hero.

St. Francis Family Housing recently added five new beds! They are the largest unrestricted provider of transitional housing for homeless families with children under 18 in Marion and Polk Counties. Their program provides fully furnished units where families can recover and work on their individual barriers to housing. Each family receives individualized case management services, one-on-one placement services with their Family and Housing Navigators, and access to skills training and life skills supports.

Making a Difference

Work with our unsheltered community, by its nature, requires a response that addresses the unique situations of individuals. Often that response requires a partnership among organizations. St. Francis Family Housing recently added five new beds! They are the largest unrestricted provider of transitional housing for homeless families with children under 18 in Marion and Polk Counties. Their program provides fully furnished units where families can recover and work on their individual barriers to housing. Each family receives individualized case management services, one-on-one placement services with their Family and Housing Navigators, and access to skills training and life skills supports.
Salem Navigation Center reported serving 157 guests. Of the 103 people who exited the center in the first year, 52% were moved into permanent housing, according to the center’s first-year report. The Center is a collaboration between Mid-Willamette Valley Community Action Agency and the City of Salem. Read the full report. In its first year:

Outreach Teams Provide Aid Connecting with Resources

From the Salem Housing Authority Project Management Report: During Outreach efforts [in July], we assisted several individuals with different resources, including connecting them with their medical providers to set appointments. We also worked with medical outreach from Northwest Health Services to get medical assistance in Wallace Marine Park to two individuals needing care.

During collaborative efforts, we were able to get five individuals into Ideal Options for intake to help them with their substance abuse addiction. This week, we had a second substance abuse provider join our collaborative efforts. This is a great addition!

Salem Police Department responded to a call from someone concerned about two individuals. Outreach met with both parties. These individuals could get assistance through Ideal Options and services from Church at the Park. Police provided transportation to help them get to their intake. In the meantime, the rest of the collaboration worked along an area on Lancaster and Sunnyview. Community Medical Services (a newer Medication Assisted Treatment [MAT] clinic) had a provider who could share more substance abuse services and how to access them.

Our team also assisted a woman with getting into an inpatient program through Eastern Oregon Recovery Services.

Navigation Center Marks First Year

Salem Navigation Center reported serving 157 guests. Of the 103 people who exited the center in the first three months, 52% were moved into permanent housing, according to the center’s first-year report. The Center is a collaboration between Mid-Willamette Valley Community Action Agency and the City of Salem, operating around the clock, offering 24/7 support and services to individuals. With 75 low-barrier shelter beds, the center ensures accessibility for those experiencing homelessness, including those who may have previously been excluded from traditional shelters due to pets, partners or substance abuse.

Help in the Heat

Outreach teams including folks from Mid-Willamette Valley Community Action Agency and the City of Salem, provided water and other heat relief supplies for Salem's unhoused population during our triple-digit temperatures. Pictured are Maggy Johnston and Gabby St. Clair, both Outreach Coordinator II, and Rick Richardson with the City's SoS Team. Kudos also go to Betty Jordan and Bianca Mendoza of Salem Housing Authority, who assisted with the distribution. The Navigation Center sheltered 82 people during the past three months, according to their quarterly report. In addition, 13 people were able to exit to positive destinations during the quarter, most with the help of Rapid Rehousing funding provided through the governor’s Emergency Order. This experience shows the effectiveness of pairing the Navigation Center with Rapid Rehousing funds to help people who will have an ongoing need for rent assistance. Another four people who were unemployed obtained employment.

Cooling/Day Centers

After Tuesday, July 9, temperatures are predicted to drop below the 95-degree temperature that triggers cooling center hours but remain in the 80s and low 90s. Continuing to stay hydrated and follow other methods to avoid heat illness will remain important. Day Centers will continue to operate on their regular schedules.

The Safe Parking Network partners with local communities to provide legal parking spaces on their property for those who are unsheltered to stay in their vehicle overnight. Grants Pass Court Case

On Friday, the United States Supreme Court issued a decision relating to people experiencing homelessness, the City of Grants Pass versus Johnson, et.al. The case concerned constitutional challenges to Grants Pass laws restricting living unsheltered out of doors and sleeping in public. The decision does not vacate the Oregon Legislature’s Oregon Revised Statutes, which require that any city time, manner, and place restrictions on outdoor sheltering need to be objectively reasonable for people experiencing homelessness.

The City of Salem values being welcoming, livable and safe for every person. Salem restricts some ways of living unsheltered, such as not to block a sidewalk. The City’s capacity is challenged to be able to respond to each situation in a timely way. The City invested in the Homeless Services Team at the police department which helps bring safety and compassionate collaboration with service providers to our team. The City invested in our debris mitigation team which averages 23 tons of trash pulled from city streets each month. These teams collaborate with the Special Projects Outreach Team at Salem Housing Authority and with a myriad of local community partners. Health and safety are our top concerns as we prioritize limited capacity to address concerns.

Teams lead with evidence-based practices such as being trauma-informed and working toward shelter, housing and self-sufficiency. Everyone struggles with gaps in our systems such as adequate options for people with behavioral, physical health and disability barriers, and with adequate affordable housing and staffed supportive housing options such as group homes. We’ve been working to increase alternative options to living on the streets:

From 2019 – 2023, more than 5,160 housing units were permitted, and the majority (61%) were in multi-family housing, ADU’s and duplexes.
Also, in this time frame we opened the navigation center, micro-shelter villages and permanent supportive housing units. We helped make investments to other shelter options such as the ARCHES Inn, SafeSleep United and the transitional housing Mosaic, operated by Center for Hope and Safety.

We encourage people to engage with any number of organizations working to help and to be supportive of projects such as the recent cottage clusters at United Way, which bring affordability. There are volunteer and donation opportunities with many nonprofits.

Clean Streams Crew at Work

Clean Streams Crew statistics The Clean Streams Crew is back in action this summer! Each year, the streams crew walks 45 miles of streams to remove trash and clear away flood hazards. They also work on an estimated 16 additional stream miles for FEMA’s Community Rating System. While the Stream Crew doesn’t remove trash from active camps, it does clean up in camps that are no longer occupied. The crew also coordinates larger-scale clean-up efforts with Code Enforcement, the SOS Team and Stormwater Operations and Maintenance.

Last year’s 11-person stream crew removed 41,887 pounds of trash, including 12,000 pounds from an area that had been inaccessible in recent years.

Indian School Road Sees Major Clean-up

Privately funded cleaners removed more than 800 yards of trash from private property on Indian School road last week. Salem Police’s Homeless Support Team (HST) had success in placing some people at the Navigation Center who were interested in ending their homelessness.

Opioid Funds Will Help in Homeless Response

Recognizing the connection between substance use and homelessness, a portion of Salem’s settlement money from opioid legal cases will help fund homelessness response. Efforts will start with the hiring of two special projects outreach coordinators for a year to substance-impacted people experiencing homelessness. Additional funding will focus on wellness efforts for first responders who work with substance-impacted people

In addition, City staff recommend that additional opioid settlement funding be used to continue two Homeless Services Team police officer positions through Fiscal Year 2030.

The ROCC (Recovery Outreach Community Center) offers peer support, resource navigation, Oregon Health Plan assistance, group activities, soup, coffee, computers, transportation to and from showers on Wednesday, and outreach. The SoS Team addressed areas this past week at the corner of Airway Drive and Turner Road. This week’s efforts will focus on:

Commercial Street next to Pringle Creek and Fire Station 1
Clearing sidewalks and other rights-of-way

The SoS Team provides direct outreach to those living unsheltered, to share resources and alternative options to assist property owners with those who may be trespassing on private property, and to pick up trash.

Needs

Local food banks report more than a 20% reduction in donations while inflation is driving up the costs of food. You can be part of a solution in our community by donating to Marion and Polk County Food Share. Your donations will help our neighbors transitioning from shelters to their new, permanent, affordable homes. For some, leaving shelter also means they are leaving two or more prepared meals a day. Your donations to help build food security in our community will help our neighbors as they settle into their new homes.

Women’s Shelter Seeks Volunteers: Help SafeSleep United, managed by the United Way of the Mid-Willamette Valley, serve women experiencing homelessness by filling needed volunteer shifts! Visit their web page for information.

Expanding Housing and Shelter

The Navigation Center sheltered 82 people during the past three months, according to their quarterly report. In addition, 13 people were able to exit to positive destinations during the quarter, most with the help of Rapid Rehousing funding provided through the governor’s Emergency Order. This experience shows the effectiveness of pairing the Navigation Center with Rapid Rehousing funds to help people who will have an ongoing need for rent assistance. Another four people who were unemployed obtained employment.
