The City of Salem is taking action to respond to climate change with a Climate Action Plan (CAP) that outlines strategies and actions to reduce Greenhouse Gas (GHG) emissions and increase climate resiliency in our community.

In 2020, City Council adopted two Greenhouse Gas emissions reductions goals:

  • Reduce Salem’s GHG emissions by 50% (from 2016 baseline year)
  • Carbon Neutral City by 2050

To meet these goals, a 41-member Climate Task Force was assembled, and community stakeholder and resident input was used in creating a Climate Action Plan.

In the Climate Action Plan, there are 183 strategies identified across 7 sectors. These strategies are a combination of governmental policy and infrastructure, commercial business participation, and efforts of individuals.

The Climate Action Plan is more than a document, it is a process. The Climate Action Plan is interconnected with other City of Salem planning processes including Our Salem and Salem in Motion.

The Climate Action Plan Committee meets bi-monthly to discuss progress. Meetings are open to the public.

Below is Phase 1 of the Climate Action Plan interactive dashboard, which displays progress by sector on the 183 Climate Action Plan strategies. To view the progress of a specific strategy, select the sector and then choose the strategy of interest from the drop-down menu finding the Abridged Strategy. Progress is tracked and updated annually.
