Drinking Water Supply Improvements and Woodmansee Park Master Plan Update

The City of Salem is improving its Aquifer Storage and Recovery System in Woodmansee Park to ensure a safe and resilient drinking water supply. These improvements will also be coordinated with updates to the Woodmansee Park Master Plan, which will guide future park enhancements.

Aquifer Storage and Recovery System

For over 20 years, Woodmansee Park has been home to a key component of Salem’s water supply: the ASR System. This system uses a natural underground aquifer to store drinking water during the winter months, which is then used to supplement the City’s water supply during high-demand summer months or emergencies.

ASR System Improvements

The ASR System Improvement Project is divided into two phases.

Phase 1: Construction Underway

Construction for Phase 1 began in January 2021 and includes:

  • A 2,200 sq. ft. water treatment facility with paved maintenance parking and security fencing
  • Landscaping and a stormwater detention facility around the treatment building
  • A widened maintenance road and new waterline along the existing easement to Sunnyside Road SE
  • A paved path along the east side of the soccer field
  • A new waterline near the treatment facility and soccer field
  • A new waterline in Sunnyside Road SE to connect to the City’s existing water distribution system

 

Sunnyside Road Construction

  • Starting in late April, construction will extend to Sunnyside Road SE for waterline installation.
  • Construction will occur in the southbound lane of Sunnyside Road SE, from 200 feet north of Woodmansee Street SE to Boone Road SE.
  • Traffic Impacts: Sunnyside Road SE will remain open, but travelers should expect delays due to lane closures. Flaggers will guide traffic and maintain access.
  • Work on Sunnyside Road is expected to continue through August 2021.

Phase 2: Future Expansion

Phase 2 will focus on increasing the capacity of the ASR System and includes:

  • Development of up to three new wells and associated underground piping
  • Each new well will include a 900 sq. ft. building with hard surface access driveways integrated with park trails where possible
  • Final decisions on well locations and construction will depend on investigations into depth, constructability and flow potential
  • Construction for Phase 2 is tentatively scheduled for 2022, pending funding

Water Treatment Facility

The new water treatment facility will:

  • Adjust the chlorine and pH levels of drinking water after it is removed from the aquifer and before it is delivered to the public.
  • Be 20 feet high and include additional improvements such as:
    • Landscaping and a stormwater detention facility.
    • A security fence and a dedicated access road for maintenance vehicles.
    • A redirected footpath and a new walkway connecting the facility to park trails.

Woodmansee Park Master Plan Update

The Woodmansee Park Master Plan Update is being developed alongside the ASR System improvements to address short- and long-term impacts to park facilities.

Public Outreach

The City has engaged the public through:

  • Virtual open houses
  • Online surveys
  • Park website updates
  • Postcards

 The final Master Plan Update is expected to be available in spring 2021.

 

Budget

The initial budget for the ASR project is $11.5 million, which includes:

  • The water treatment facility and associated improvements.
  • Modifications to existing wells.
  • Pipeline connections to the City’s water distribution system.

 

Additional Funding

  • Funds for new wells in Phase 2 will be allocated through the Capital Improvement Programming process.
  • Approximately $500,000 of the ASR project budget will be allocated to Woodmansee Park improvements identified in the Master Plan.
