Riverfront Park Improvements

In 2018, we developed a Salem Riverfront Park Master Plan to guide the management and development of the 26-acre downtown park for the next 20 years. Known as "Salem's Living Room," Riverfront Park features wide paths, open lawns and scenic views of the Willamette River, offering ample opportunities for passive recreation.

Phase 1 Completion

Construction of Phase 1 amenities was completed in 2021, marking the first step in implementing the master plan.

Gerry Frank | Rotary Amphitheater

The Gerry Frank | Rotary Stage and Amphitheater was built in partnership with the Rotary Club of Salem on 3.8 acres of park property acquired from Boise Cascade. This project was part of the Rotary Club’s celebration of its 100th anniversary in 2020.

Features of the Amphitheater

  • A covered performance stage with an enhanced design
  • A sweeping wood structure inspired by the open-weave baskets of the Kalapuya Native American tribe
  • The structure was designed by CB|Two Architects using a "basket weave" concept

The amphitheater provides a beautiful and functional space for performances and community events at the southeast end of Riverfront Park.

North Meadow Restroom

A new eight-unit restroom facility will be constructed near the North Meadow and the existing Rotary Pavilion, across Front Street from Court Street.

Funding and Timeline

  • The project is partially funded by an Oregon Parks and Recreation Department Local Government Grant.
  • Construction is scheduled to take place between late May and October.

Early Construction Work

Initial work will involve relocating plumbing and electrical services for the splash fountain. This ensures that the restroom project will not delay the fountain’s opening.
