State Street Corridor Plan to Revitalize the Street

The State Street Corridor Plan was developed to revitalize State Street from 12th Street to 25th Street into a vibrant, walkable, mixed-use corridor.

Project Outcomes

The project resulted in:

  • New Land Use Regulations
    • Encourages pedestrian-friendly, mixed-use development
    • Promotes a more active and accessible community environment
  • New Street Design
    • Creates a safer, more welcoming environment for pedestrians and bicyclists
    • Improves the overall functionality and appeal of the corridor 

In July 2018, the City Council adopted the new Mixed Use-I and Mixed Use-II zones, along with the updated street design for State Street.

2025 Update: Street Improvement Project

The City has funded the street improvement project between 12th and 17th Streets through the 2022 Safety and Livabilty Bond. The project is expected to reconfigure the travel lanes, resulting in one lane in each direction and a center turn lane. The project will also add bike lanes and wider sidewalks.

Background

The State Street Corridor Plan builds on the work completed by the Northeast Neighbors and Southeast Salem Neighborhood Association in the adopted NEN-SESNA Neighborhood Plan. The project also supports the City Council’s economic development goals and strategies.
