Final Project Package
In September 2025, the Bond Oversight Steering Committee reviewed all feedback provided by neighborhood associations, adjacent residents, and property owners. Based on input received, the Bond Committee recommended that funding be allocated to the nine projects listed below. The final recommendation was approved by City Council in October 2025. The projects are now being scheduled for design, right-of-way acquisition (where needed), and construction over the next several years.
- 38th Avenue NE: East side, Manor Drive NE to D Street NE
- Brenner Street NE: East side, Cypress to Weathers Streets NE
- Church Street NE: East side, Pine to Spruce Streets NE
- Hawthorne Avenue SE: East side, south of State Street
- Hickory Street NE: North side, Liberty to 4th Streets NE
- Kay Street NE: South side, 17th to 19th Streets NE
- Northgate Avenue NE at 30th Avenue NE: Install missing sidewalk and curb ramps on four corners of intersection
- Park Avenue NE: West side, north of Center Street NE
- Fisher Road NE * : East side, Fisher Road Park south to county/city limits
Background
In November 2022, residents of Salem approved the Salem Safety and Livability Bond Measure, a $300 million community improvement bond. The Bond measure included $6 million to construct missing sections of sidewalk – or “Sidewalk Infill” – with locations to be determined based on input from the public.
In March 2025, the Bond Oversight Steering Committee made a preliminary recommendation to advance ten projects that would construct missing sections of sidewalks at locations around Salem. The preliminary recommendations are shown on the map. These locations were selected from more than 200 requests submitted by the public in 2024. Projects were prioritized using criteria approved by City Council, including:
- Equity (examples: poverty levels, minority populations, access to vehicle)
- Street classification (examples: arterial streets, local streets), and
- Location relative to schools, transit, parks.
The total cost of each project was also considered in developing the recommended list of projects.
Staff solicited public feedback on the preliminary recommendations in late Spring and Summer of 2025. Feedback on the projects was generally positive, with the exception of one project (Ladd Avenue NE).
* The Fisher Road NE project is contingent upon grant award to fully fund construction.
